TITLE:
Assistant Director of Buildings and Grounds
POSITION SUMMARY:
The Assistant Director of Buildings and Grounds is generally responsible for overseeing day-to-day operations and all departmental staff, including maintenance, construction, housekeeping, facilities permitting, and general upkeep of all District facilities. They work closely with the Director of Buildings and Grounds to manage long-term capital planning efforts, including new school construction and facilities renovation projects. They also ensure that capital construction projects are within budget and completed successfully. Additionally, the Assistant Director manages facility access activities involving external parties, such as elections, inspections, and energy audits. Their role is vital in maintaining safe and efficient facilities.

CERTIFICATES, LICENSES, REGISTRATIONS:
A Bachelor’s Degree in a related field is required. Must possess a valid driver’s license. A Massachusetts Unrestricted Construction Supervisors License is preferred.

The Assistant Director of Buildings and Grounds must possess a comprehensive understanding of office procedures, practices, and terminology. They should also have knowledge of departmental operations, construction, maintenance, and security principles. Familiarity with building systems, regulations, and procurement policies is essential. Proficiency in using computer software applications, particularly Google platforms including but not limited to Google Docs, Google Sheets and Google Slides is preferred.
Effective communication and the ability to motivate staff are crucial skills for this role. The Assistant Director should be able to provide accurate oral and written instructions and effectively prioritize multiple tasks. Proficiency in operating a personal computer and utilizing various tools and equipment is necessary.
Excellent interpersonal skills are essential, as the Assistant Director will regularly interact with school leaders, administrators, colleagues, parents, contractors, and other relevant stakeholders. Problem-solving, leadership, and organizational skills are also important.
The Assistant Director is responsible for promoting and communicating the district's mission, vision, goals, and values to students, parents, and the community. They must uphold district policies, as well as local, state, and federal laws and regulations. It is important for them to
prioritize the safety, security, and welfare of themselves, students, and coworkers. They must exhibit respect for everyone without discrimination or bias.
TRAINING AND EXPERIENCE: Massachusetts Public School experience and Massachusetts School Building Authority (MSBA) experience are preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Facilities Management Responsibilities:
- Oversight of district facilities and grounds maintenance, care, and appearance. Ensure a safe environment for staff, students, and visitors in all district facilities. Comply with local, state, and federal regulations and guidelines for school buildings. Conduct regular inspections of school buildings and grounds to maintain high quality, cleanliness, safety, and security.
- Assist in the management and oversight of hired professional services for facility and grounds needs, including but not limited to design & engineering, general contractors, and tradespeople.
- Monitor all buildings to ensure compliance with fire and building codes.
- Collaborate with the Director of Buildings and Grounds to assign work priorities for maintenance, custodial, and office personnel.
- Provide supervision and evaluation to personnel in accordance with school district policies and collective bargaining agreements.
- Collaborate with principals, directors, administrators, and staff responsible for programs using district facilities.
- Oversee pest control and other preventative maintenance operations for district buildings and grounds.
- Other associated duties and responsibilities as assigned by the Director of Buildings & Grounds.
Administrative Responsibilities:
- Assist in the development, preparation, and presentation of annual operating and capital budgets, including identification of priorities, compilation of background documents, creation of presentation materials, and associated file management.
- Oversee and actively participate in MSBA grant programs.
- Review, make recommendations, enter, and approve invoices, requisitions/purchase orders, and quotes for departmental requirements.
- Oversee inventory management, bid processes, and department supplies ordering.
- Manage annual service contract process, including developing scopes of service, creating and compiling quote documents, distributing solicitation and compiling responses.
- Attend multiple meetings as requested by the Director of Buildings and Grounds, including potential meetings outside normal business hours.
- Prepare, generate, and present reports and other documentation related to the district's custodial and maintenance needs.
- Assist with all aspects of personnel management, including conducting interviews and making hiring recommendations, performance evaluations and feedback, promotion and discipline recommendations, and assisting with employee remediation process as needed.
- Identify training needs and implement programs for departmental personnel.
- Other associated duties and responsibilities as assigned by the Director of Buildings & Grounds.
Capital Planning Responsibilities:
- Conduct reviews of facility conditions to identify areas for improvement.
- Establish goals and standards for facility maintenance and care.
- Assist in assessing the current state of facility care and suggesting corrective actions for continuous improvement.
- Assist in the preparation and delivery of written documents outlining the district's capital goals and plans for both internal and external audiences.
- Serve as the interface between Buildings & Grounds, external contractors, and FPS staff throughout all stages of capital improvements projects, including design, construction, and project completion. May be required to function as the project manager when necessary.
- Assist in the development of space planning scenarios and configurations to adapt school space for new projects and evolving district needs.
- Participate in regular assessments of the district's footprint, in collaboration with appropriate demographers, to determine if adjustments in district capacity are needed to better serve students and families.

PHYSICAL WORKING CONDITIONS:

While performing the duties of this job, the employee is regularly required to move about and may be necessary to traverse occasionally throughout the school building and to travel to school district buildings and professional meetings as required. May require occasional irregular and/or prolonged hours, including evenings, nights, and weekends as necessary. Regular and punctual attendance at the worksite is required for this position; may require occasional irregular and/or prolonged hours, including evenings, nights, and weekends as necessary. The employee must also often remain in a stationary position for considerable periods. The employee is occasionally required to reach with hands and arms and sit, stoop, kneel, crouch, or crawl. The employee is expected to lift at least 20 lbs (i.e. books, school supplies, etc.). The employee must frequently use hands to finger, handle, or feel; and use hand strength to grasp tools. Occasionally s/he operates a computer and other office productivity machinery (i.e., a calculator, copy machine, and computer printer). The employee must be able to input information into a computer and read material from a computer monitor and handwritten or printed matter with or without visual aids. The employee must communicate effectively with students, parents, and other staff members in person and on the telephone. The employee must be able to see and hear continuously as well as speak frequently. On rare occasions, it may be necessary to move quickly across even or uneven surfaces. The employee will be working in a normal school/office environment with an acceptable level of noise. The employee interacts with students, parents, and other staff members.

FAIR LABOR STANDARDS ACT (FLSA) CLASSIFICATION:
This position is classified as Exempt (Professional).
TERMS OF EMPLOYMENT:
12 months 260 days per the Framingham Public School Committee policy.
SALARY RANGE:
$115,000 - $125,000 plus travel stipend/car allowance
Salary will be determined based on educational background and relative experience.
